Family identifies Wichita man killed by police in possible 'swatting' prank

Ramsey says it's not hard for gamers to find someone's address to give out, even if they are located in another country. Sometimes they will call local non-emergency lines instead of trying to prank 9-1-1.

"That was the information we were working off of", said Deputy Wichita Police Chief Troy Livingston, explaining that officers went to the house ready for a hostage situation and they "got into position". The police had received a call that someone was having an argument with their mother after the father had been shot in the head.

Garner's official Twitter account, run by her family and friends since she became ill, asked that she be remembered as a mother, daughter, sister and aunt with a heart "bigger than the world". Finch appeared at the door to the house and, following verbal commands from the officers, stepped forward with his hands up.

"As he came to the front door, one of our officers discharged his weapon", Livingston said.

Someone told police there was a hostage situation inside a home in Wichita, Kansas.

25-year-old Tyler Barriss has been arrested by the Los Angeles police, NBC News reports, and is believed to be the one responsible for calling Wichita and sending law enforcement to the home of the victim, 28-year-old Andrew Finch.

A man emerged from the house after police arrived. He was taken to the hospital, where he died. Meanwhile, a member of the family identified Finch as the deceased.

Finch was a father of two children - a two-year-old and a seven-year-old - and his family said he didn't play video games.

"The irresponsible acts of a prankster put people's lives at risk", said Livingston, the deputy Wichita chief.

"This call was little peculiar for us".

'[The call] went to a substation first, then it was relayed to dispatch, then dispatch gave it to us.

Gamers told The Eagle newspaper of Wichita that the fake call stemmed from a feud between two "Call of Duty" players. The call was a pissed-off player swatting another player all because of an online Call of Duty match and a $2.00 dollar bet. That became a heated argument with one gamer contacting a friend who has swatted people before. Prominent celebrities like Justin Bieber and Ashton Kutcher have been swatted, but the prank is most well-known in video gaming communities, where it has been used as a form of revenge. One of them, a person with the Twitter handle @SWauTistic, threatened to swat user @7aLeNT.

"Specifically phone spoofing, which is showing that you're coming from a different phone number, freaking, which is using some different technologies to kind of mask who you are", said Ramsey.

The person who was to be the target of the swatting sent a Tweet saying, "Someone tried to swat me and got an innocent man killed".

Livingston told reporters at the scene that police were called to the home after being "given some misinformation".
