Troy police investigate multiple deaths at 158 Second Ave. on Tuesday Dec. 26 2017 in Troy N.Y

The Times Union newspaper reported prosecutors have charged Justin Mann with three counts of second-degree murder and one count of first-degree murder. They have both entered pleas of not guilty.

Troy police on Thursday identified the victims as 36-year-old Shanta Myers; her children, 11-year-old Jeremiah Myers and 5-year-old Shanise Myers; and 22-year-old Brandi Mells who attended high school in Central New York.

The apartment building's property manager discovered the bodies Tuesday afternoon after being contacted by concerned family members who said the victims were not answering phone calls. Police arrived to find the four bound with their throats slit.

"After being in this business for nearly 42 years I can't describe the savagery of a person like this", Police Chief John Tedesco said this week as police searched for the killer. The money will be used to provide mental health services for the family and to set up a scholarship and provide resources for Isaiah Smith, Myers' 15-year-old son and the sole survivor in the family. "I'm not sure if they're coming for me next".

Adding, "I'm scared to go to the corner store".

Both Mann and White have a criminal records. Mann had been on parole.

Tedesco said that he's "confident" there will not be any more arrests in this case.

Troy Police credited the arrests to the work of Troy Police Detectives, the NYSP Major Crimes Unite, NYS DOCCS, the Rensselaer County District Attorney's Office and several other law enforcement agencies.

Family members told reporters at the Boys & Girls Club on Thursday that Myers was mild-mannered and always willing to help someone, usually by offering to cook a tasty meal.

A preliminary hearing for Mann and White is scheduled for January 4.
