The South Korean government declared on Tuesday that the 2015 agreement was not a conclusive resolution to the issue of Japan's wartime atrocity, and although Seoul decided it will not seek to renegotiate the deal, it did call on Tokyo to offer a voluntary and honest apology to the surviving victims. "We can not accept South Korea's unilateral demands for additional measures".

Japan is seeking to strengthen economic ties with Europe as Tokyo and the European Union late a year ago finalized negotiations for a free trade deal to create one of the world's biggest economic areas, aiming to implement it in early 2019.

In 1965, it struck a deal with South Korea when the two nations normalised ties to completely settle all civilian-related issues, including the comfort women and requisitioned workers during the war. The dispute is expected to carry on till next week, when the foreign ministers of both countries will meet in Vancouver, Canada, for a special global summit on the situation with North Korea.

The two countries signed the deal on December 28, 2015, to "finally and irreversibly" settle the comfort women issue, which has always been a key source of tension between the two countries. Japan has strongly maintained that the 2015 deal was* an official apology, and that the issue has been settled by the landmark agreement.

Moon invited Abe to attend the PyeongChang Olympics to be held here next month, but he will reportedly not attend the opening ceremony in what could be a sign of Japan's unease over latest developments regarding the deal.

In Latvia, a Baltic nation that has imposed its own economic sanctions on North Korea, leaders are expected to reach agreement to step up pressure on the state together.

It was reported that Foreign Minister Kang Kyung-wha of the Republic of Korea (ROK) said Tuesday that the country will set aside its own funds to support the victims of Japan's wartime sex slavery, reiterating Seoul's stance that the 2015 agreement with Japan can not resolve the wartime crime against humanity.

"In theory, historical issues can be separated from security issues, but in reality, it cannot", Kim told The Korea Herald.

"I don't think Korea-Japan ties will get worse".

But it said it would no longer use Japanese money to compensate the survivors.

The deal prompted strong protests from some victims and their rights groups here.

Moon had lambasted the agreement on the campaign trail and was elected president in May after Park was impeached and jailed over a massive corruption scandal.
