Speaking in the Swedish capital Stockholm, the minister issued a stern warning to the charity that its Government funding could be at risk over its handling of the allegations.

Oxfam toughened up how sex abuse allegations among volunteers, both in the United Kingdom and overseas, are investigated after the shocking case when senior staff members hired prostitutes, who may have been underage, for a "Caligula-style orgy" in earthquake-torn Haiti in 2011, as revealed by a damning report.

Aid workers, including the Oxfam country director at the time, Roland van Hauwermeiren, were accused of turning a villa rented by the organisation into a makeshift brothel, with prostitutes wearing only Oxfam T-shirts. "And compels us to take action", she is expected to say.

Oxfam's former global head of safeguarding - had earlier told media how she had begged senior staff and the charities watchdog to act about sexual abuse allegations she had uncovered.

Oxfam's corporate sponsors are reviewing their relationship with the company and the charity is also under investigation by the United Kingdom government's Charity Commission agency.

Fearing that not every detail of the #Haiti accusations have been "disclosed" by the charity, the #Charity Commission in the United Kingdom has launched an inquiry into the organisation in an attempt to figure out if they covered up previous allegations.

"It is now clear that these allegations-involving the use of prostitutes and which related to behavior of both the country director and members of his team in Chad-were raised before he moved to Haiti", she added.

The Scottish Government has awarded Oxfam Scotland more than £7 million in funding since 2008.

Former aid worker Amira Malik Miller said he resigned from Merlin, a British emergency relief organisation, in 2004 after an investigation revealed that senior staff had been sleeping with local sex workers.

"Unless you create a culture that prioritises the safety of vulnerable people and ensures victims and whistleblowers can come forward without fear, we will not work with you", she said.

"In no uncertain terms do I plan to continue my support of this organisation or its leaders", she told The Telegraph.

Mourdaunt warned Monday that Oxfam could lose more than $44 million in annual funding from her government unless it was forthcoming with full details of the scandal.

Officials from Oxfam are due to meet with the Charity Commission on Wednesday.

A spokesperson for fellow partner Heathrow Airport said: We are in touch with the charity and are taking this matter very seriously.

Britain is one of only six nations to hit the U.N. target of spending 0.7 percent of gross national income on aid - about 13 billion pounds a year - but there have been increasingly vitriolic attacks on that spending in recent years.
