These rule changes have been in the works for weeks, so the announcement was not a surprise.

The delay in the implementation of the on-field speed-up rules is welcome, but it is probably inevitable.

"I am pleased that we were able to reach an understanding with the Players Association to take concrete steps to address pace of play with the cooperation of players". Rules instituted last season to govern when players can and cannot leave the batter's box between pitches remain in effect. The MLBPA would not agree to implement the pitch clock.

Shortly after the new rules were released, the New York Post caught up with a few members of the Yankees to gauge their feelings on the alterations.

Call it the Gary Sanchez rule, I guess.

Mound visits without a pitching change will be limited to six per team, per nine innings, with teams getting one additional mound visit if the game goes to extra innings.

A manager or coach trip to the mound to meet with the pitcher shall constitute a visit. A mound visit includes a catcher or any other player leaving his position to talk to a pitcher.

"We understand there is an integrity issue with that, and also keeping the game going and not burn a mound visit because you have to change signs".

Any visit involving a potential injury.

Any visit after a pinch-hitter is announced.

Sanchez is the man, but Gary is also one of the worse offenders in baseball when it comes to mound visits. That's plenty of time still, but it is a reduction from how much time pitchers and batters have to get settled between innings now.

There are, of course, exemptions to the mound visit rule. Michael Kay will be thrilled. No longer will a pitcher definitively get eight warmup tosses. I don't think the adjustments they made here are going to change anything. For regular season games only, but still.

From the sound of things, players will be hit with fines for violating the timer.
