Tillerson argued that this US approach stood in "stark contrast" to Chinese methods in Africa, which encourage "dependency using opaque contracts, predatory loan practices, and corrupt deals that mire nations in debt and undercut their sovereignty, denying them their long-term, self-sustaining growth".

Tillerson is using his first diplomatic trip to the continent to bolster security alliances on a continent increasingly turning to Beijing for aid and trade.

On his first trip to Africa, Secretary of State Rex Tillerson is trying to change the subject - but so far, at least African leaders are not quite ready to turn the page on President Trump's reported derogatory comments about the continent. Trump later sent a letter on January 25 to Faki and other African leaders underscoring the U.S.'s commitment to the continent.

Yamamoto expressed USA concern about China and other countries providing low-interest loans to African countries, which he said were pushing many African countries into unsustainable debt.

Tillerson also warned on Thursday of Chinese investment, but acknowledged that it is needed in some cases to build African infrastructure.

At a press conference with African Union Commission Chairman Moussa Faki in the Ethiopian capital, Addis Ababa, a journalist asked Faki and Tillerson whether the US should apologize for the remark.

The former Exxon chief executive said China used corruption and predatory loan practices to undermine African governments and mire them in debt. Both ministers are in Ethiopia on Friday.

The Secretary of State will be in the country until Monday March, 12.

The emergency rule was aimed at restoring peace and security in the country.

North Korea has more than a dozen embassies on the continent. Secretary Tillerson and Chairperson Faki agreed the AU and Intergovernmental Authority on Development should continue to apply pressure on the warring parties in South Sudan for a negotiated solution, to protect the lives and welfare of innocent South Sudanese.

"African nations can contribute to this goal", he said.

Meantime, the Trump administration has again reversed course on whether to let Americans import the body parts of African elephants shot for recreation.

"And the evidence of the relations between Africa and the United States is personified through his (Tillerson's) visit; I believe reasonably this partnership has produced results".
