That a further detail about that call was leaked to the press is an outrage that must be addressed: Officials familiar with the President's call to congratulate Putin told reporters that in doing so Trump ignored briefing materials that read, in all caps, "DO NOT CONGRATULATE". McMaster briefed the president by phone before the conversation while Trump was in the White House residence. He also threw shade at Barack Obama, who also called Putin when he was elected in 2012, Foreign Policy reported back then. Trump indicated that calling Putin was the right thing to do since Russian Federation can help the United States deal with some of its problems, The Guardian reported.

The Washington Post reported that Mr Trump, in his briefing papers to prepare for the phone call with Mr Putin, was specifically warned "do not congratulate" the Russian President.

Administration officials said it was unclear if the President had seen the briefing memo that was leaked to the Post.

Trump said in his tweets that a good relationship with Putin could help "solve problems" in several areas including Iran, Syria and North Korea.

Sen. Marco Rubio (R-Fla.), who also criticized Trump's congratulatory call, concurred, calling the leak an "outrage" and noting that it could have only come from Trump's innermost circle.

Why is President Donald J. Trump so enamored of Russian dictator Vladimir Putin? Many see Trump's congratulation to Putin as an endorsement of a rigged election system in Russian Federation.

While the report was not disputed by the White House, it was implied that whoever leaked them may be subjected to dismissal.

Trump himself weighed in Wednesday afternoon on Twitter, arguing that getting along with Russian Federation "is a good thing" because Moscow can help solve problems with North Korea, Syria, Ukraine, the Islamic State, Iran and the arms race.

Vladimir Putin, President of Russia speaks during the Preliminary Draw of the 2018 FIFA World Cup in Russia at The Konstantin Palace on July 25, 2015 in Saint Petersburg, Russia.

The document had been accessible only to a select group of staffers, two officials said, and had been drafted by aides to National Security Adviser H.R. McMaster. According to accounts from the White House and the Kremlin, Trump did not do that either.

The Kremlin also said on Tuesday that Trump congratulated Putin on his win during their call and the leaders spoke "in favor of developing practical cooperation in various areas, including in ensuring strategic stability and combating worldwide terrorism". He said on Twitter that "this ongoing pattern of duplicity holds potential for serious damage to the nation".

Putin, who had also been the Prime Minister of Russian Federation on two earlier terms, had been the president of Russian Federation since 2012.

Russia's interference - including spreading fake news about Hillary Clinton and hacking the Democratic Party's emails - in the 2016 USA presidential election did not help improve the already deteriorating relations between the two nations. One of those officials was responsible for British soccer fans headed to Russian Federation for the games, according to Johnson. Sanders insisted that the administration has scolded Putin at the appropriate times.
