Julia Stimson, 8, from Alexandria, Va., and other children participate in the annual White House Easter Egg Roll on the South Lawn of the White House in Washington, Monday, April 2, 2018.

"While most people, including some Russians, are focused on atmospherics, we need to focus on what he and the administration as a whole is doing", says Republican foreign-policy expert Dan Vajdich, also of the Atlantic Council.

Trump called Mr. Putin to congratulate him on his re-election, and told said later that the two would "probably get together in the not-too-distant future".

"I would like to believe that [preparation for the meeting] will start", Ushakov said, adding that he hopes Washington puts the measures based on "absolutely unsubstantiated charges" on hold.

Days after the Trump-Putin meeting proposal, relationship between Washington and Moscow has plunged to a new low, as the United States expelled 60 Russian diplomats and closed the Russian consulate in Seattle in a concerted action with Britain and other Western nations over an ex-spy poisoning case.

The official added that planning for the controversial meeting had not yet begun.

"It was Trump himself who proposed holding the meeting but after that, a new breakdown in our bilateral ties has taken place, the diplomats have been expelled".

He expressed the hope that Russian Federation and the United States could return to "constructive and serious dialogue".

But it turns out that congratulatory phone call had another sweetener in it for Putin: an invitation to visit the White House.

Last week, Russia announced it would expel 60 American diplomats and close the USA consulate in St. Petersburg - a tit-for-tat reaction to the US decision to order Russian diplomats out over the poisoning of an ex-Russian spy in Britain.
