At least 15 Palestinians were killed and more than 1,000 injured during the Friday clashes along Israel's southern border with Gaza.

The army later released the names and ages of 10 of the dead, including what it said were eight members of Hamas and two from other groups.

Lulled by the holiday weekend, few U.S. congressmen and government officials responded to violent clashes on the border with Gaza on Friday, either with condemnation or support for the Israel Defense Forces, after 16 Palestinians were killed protesting their plight.

On the diplomatic front, United Nations chief Antonio Guterres and European Union diplomatic chief Federica Mogherini called for an "independent and transparent investigation" into Israel's use of live ammunition.

The Friday rally was the start of a six-week long protest that is expected to reach a peak on May 15, the day Israel celebrates its establishment and the Palestinians mark the forcible transfer of two thirds of the Palestinian people and the ethnic cleansing of 418 Palestinian villages.

Near the Erez crossing into Israel, a few dozen young men sat around while others erected new tents.

But the Israeli army said Sunday that it would not change its open-fire policy towards Gazan protesters who approach the border fence.

The military says soldiers opened fire only when necessary against those throwing stones and firebombs or rolling tires at soldiers.

They have claimed to be targeting protesters posing a threat to what they call the Israeli border but footage showing Palestinians being shot while praying or running away from the fence has discredited those allegations.

Diab al-Louh said his country submitted a memorandum to the Arab League to hold the meeting at the level of permanent representatives because of Israel's crimes and deadly force against peaceful demonstrators during Land Day protests Friday.

The armed wing of Hamas said five of those killed were its members who were participating "in popular events side-by-side with their people".

There were no casualties among Israelis. Video posted online shows unarmed Palestinians being shot in the back while taking part in Friday's protest. The Palestinians staged the protest to stress on their right of return to their occupied land, and six weeks ahead of a planned transfer of United States embassy from Tel Aviv into Al-Quds (Jerusalem).

The embassy move has deeply angered the Palestinians, who see Jerusalem's annexed eastern sector as the capital of their future state. The movement of goods and people has been severely restricted since Hamas, which Israel and the United States consider a terrorist organization, took over Gaza 11 years ago, with Israel citing security concerns. The date is mourned by Palestinians as their "nakba", or catastrophe, when hundreds of thousands were uprooted in the 1948 Mideast war over Israel's creation.

The holy Muslim fasting month of Ramadan is also due to begin in mid-May.
