The aggressive language and tone of Rudd's approach to immigration enforcement emerged after the home secretary attempted to blame officials in her own department for the Windrush scandal in which it emerged up to 50,000 mostly Commonwealth migrants were facing possible deportation despite having lived in Britain for decades.

During the passage of the Immigration Bill, the then home secretary said the legislation would allow the Home Office to "deport first and hear appeals later" in cases where there was "no risk of serious and irreversible harm" to the individuals. Mozi Haynes, whose mother was from the Windrush Generation, was supposed to be removed today, but Lammy said this would be reviewed.

Lammy tweeted that confirmation had been given by Immigration Minister Caroline Nokes, who on Monday told reporters that some people may have been deported "in error".

But in a meeting with Commonwealth leaders, Prime Minister Theresa May said she was "genuinely sorry" about the impact of deportation threats made to the children of citizens who moved to the United Kingdom as part of post-war rebuilding efforts.

"Her pandering to bogus immigration targets led to a hostile environment for people contributing to our country".

The culture that agenda inspired has been widely blamed for members of the Windrush-era generation being threatened in recent months with deportation and denied access to housing, healthcare and jobs.

"These people are British, they are part of us, they helped to build Britain and we are all the stronger for their contributions".

He added that under Mrs May the Home Office became "heartless and hopeless" and now her Government was "callous and incompetent".

In his article Mr Khan wrote: "It's right that the Prime Minister has apologised, but the impression has been created that this disgraceful episode is an anomaly - which simply isn't true".

"For those who have mistakenly received letters challenging them, I want to apologise to them and I want to say sorry to anyone who has been caused confusion and anxiety by this".

The problem was made worse by the fact that in 2010, the Home Office destroyed thousands of landing cards making it more hard for Windrush citizens to prove their right to stay in the UK.

Reports suggested that Mrs May had rejected a request from 12 Caribbean leaders to discuss the issue.

Jamaican prime minister Andrew Holness called for compensation for those affected, while St Kitts and Nevis foreign minister Mark Brantley said Theresa May was "best placed to deal with this fiasco". She should be ashamed of herself and all the other MPs who are on her side they should be ashamed because we are human beings'.
