The UN said it welcomed North Korean leader, Kim Jong-Un's announcement that his country no longer needed nuclear weapons.

South Korea said the North's decision signified "meaningful" progress toward denuclearisation of the peninsula and would create favourable conditions for successful meetings with it and the United States.

Speaking from London, Foreign Minister Julie Bishop says she's cautiously optimistic.

In 2008, North Korea signalled it would curb its nuclear program by televising the destruction of a water-cooling tower at a plutonium extraction facility, only to announce that it would "readjust and restart" in 2013. Trump welcomed the statement and said he looked forward to a summit with Kim. But South Korea's hosting of the Winter Olympics in February gave an unexpected window for diplomacy, and in the weeks since there have been a flurry of visits to the North from China, South Korea and now the US. 'The North is expressing a will for a complete denuclearization.

"They might be looking for freeze-for-freeze deals".

According to the decisions, the DPRK will never use nuclear weapons nor transfer nuclear weapons or nuclear technology under any circumstances unless there are nuclear threats and nuclear provocations against the DPRK.

"They have wanted to be seen as an arrived nuclear power for a while and one thing that the other nuclear powers don't do is test, with the exception of India and Pakistan, no one has done it since World War II, so it's a sign of immaturity to test and they're saying: 'We're technically mature now, so we don't need to (test) anymore'". It was wrapped in this seeming concession, but it's not really a concession. It published a six-point list that emphasized the country had achieved its nuclear objectives.

"The northern nuclear test ground of the DPRK will be dismantled to transparently guarantee the discontinuance of the nuclear test", North Korean state news agency KCNA said.

President Donald Trump appears to be confirming news that North Korea has agreed to suspend nuclear and long-range missile testing.

This followed a test in November during which the North claimed to have launched nuclear tipped intercontinental ballistic missiles capable of reaching the mainland United States.

The planned encounter follows months of warming relations since Kim held out an olive branch in his New Year's Day speech.

On Friday, Seoul and Pyongyang installed a telephone hotline connecting the South's presidential Blue House and the North's State Affairs Commission to discuss nuclear issues prior to next week's summit.

Shortly before this, high-ranking officials from North Korea went down to its southern Korean Peninsula counterpart to meet with its highest political officers, though the leaders of each country weren't then immediately present.
