The meeting in Moscow came as the Syrian Observatory for Human Rights said that Iranian troops and "Hezbollah" appear to be getting ready to withdraw from southern Syria near the Israeli-occupied Golan Heights.

The Syrian government has not even started any negotiations with the militants in these areas, al-Moallem said, calling the USA troop withdrawal a necessary prerequisite for any such talks.

Iran has repeatedly said in the past that it only has advisers in Syria but thousands of Iran-backed groups from Lebanon, Iraq, Pakistan and Afghanistan have played instrumental role in helping government forces regain control of areas held by insurgents.

"We will continue to act against [Tehran's] intention to establish a military presence in Syria across from us, not just across from the Golan Heights but anywhere in Syria", he said.

In May, head of the Syrian government delegation to the Astana peace talks Bashar Jaafari called the USA military presence in al-Tanf and nearby Rukban refugee camp in the south of the country as "pure aggression and occupation".

"There are Iranian advisers in Syria some of whom were martyred while working with the Syrian Arab army and their presence is part of an agreement and in co-ordination with the armed forces on where they should be", al-Moallem said.

"We do not have Iranian troops".

Jazayeri, who is an adviser to Iranian chief of staff, told Tasnim that the biggest fear of the "Zionist regime of Israel" was having Muslim fighters in the region, and that Israel and the United States were desperate to change the situation.

US State Department spokeswoman Heather Nauert expressed concerns about an operation in southwestern Dara'a province, claiming that it fell within a de-escalation zone in Syria.

Russian Federation has previously granted Israel freedom to carry out air strikes in Syria, although recently Moscow has expressed public disquiet about strikes in which Syrian regime and allied troops were killed.

He also stressed that the Iranian forces were in Syria at the invitation of President Bashar Assad.

Israel has enjoyed amicable relations with Moscow regarding Syria since 2015, when Russian Federation began to intervene more heavily in the Syrian conflict.

This is apparently under the terms of a deal being negotiated by Russian Federation and Israel for Iranian-backed forces to pull back and prevent a bigger conflict.

In the course of their recent advances in terrorist-held areas, Syrian government forces have discovered considerable amounts of Israeli-made munitions, including chemical warfare, digital equipment and drugs.

The Syrian army is now preparing for an offensive to take back control of parts of southwest Syria bordering Israel and Jordan that are still under rebel control, one of three significant areas outside the government's grip.

"We have Iranian officers who work with the Syrian army as help, but they do not have troops", he said.
