Syrian state television broadcast scenes of people in the town of Dael in Deraa province celebrating its return to government control.

The campaign has put more than half the province under the control of President Bashar Al Assad's government, compared with just 30 per cent earlier, according to the Syrian Observatory for Human Rights.

More than 120000 people in south-western Syria have been forced to flee since the Syrian government launched an offensive to recover an area bordering Jordan and the Israeli-occupied Golan Heights from rebels, a monitoring group said.

Russia's intervention in Syria has drawn scrutiny. "I remind all parties to the conflict that global law requires that they do their utmost to protect civilians, and call upon them to provide safe passage to those wishing to flee, while those wishing to stay must be protected at all times", the High Commissioner said.

As many as 11,000 refugees had already reached the Israeli border fence on the Golan Heights on Sunday, judging it the safest place to avoid Syrian air force raids.

Syrian rebels in Daraa have rejected surrender conditions proposed by Russian negotiators to end days of violence in the country's south, a rebel spokesman said on Saturday.

Israel and Jordan - which already hosts over 666,000 United Nations registered refugees - say they will not let refugees in.

Clashes continued between opposition factions and pro-government forces throughout the day on Monday, with the heaviest fighting concentrated near the town of Nawa in Daraa's western countryside, a rebel commander told Syria Direct on Monday morning.

A video released by Israel's military shows soldiers loading aid into trucks on the Israeli-controlled side and the cargo being then carried into vehicles by unidentified people on the Syrian side of the border.

Late on Saturday, the Jordanian government said the army had started delivering humanitarian aid to thousands who had taken shelter across the frontier in rebel-held Syria.

Insurgent negotiators had held meetings with Russian Federation to try to agree on a deal for all of Deraa province to come back under government sovereignty, but without the army or police entering the area.

Talks failed on Saturday after a meeting in which Russian officers met the rebel team and demanded a complete surrender, rebels said.
