The ties between the US and many of its longest-standing allies have frayed since Trump took office and put his "America first" agenda into practice.

The U.S. president's spontaneous approach to negotiations, and the inscrutable style of the Kremlin leader, make predicting the outcome of the summit with any accuracy close to impossible. "So I don't know exactly what he is putting together in that ... but I know that there are many different areas where we are a dual goal", she said.

In direct costs, the USA now pays about 22 percent of NATO's "principal budgets" that are funded by all alliance members based on a cost-sharing formula that factors in the gross national income of each country.

The NATO summit is likely to be dominated by Trump's insistence that member nations step up and pay more for their joint defence.

This meeting will be critical because the outcome of this meeting will demonstrate whether the U.S. will continue to commit for the security of its allies and whether the allies are ready for an worldwide system in the absence or reluctance of the U.S. Transatlantic relations may gain new meaning or have a new beginning following the completion of the North Atlantic Treaty Organisation summit.

Will Trump ignore all of this in pursuit of a new U.S. -Russia alliance?

But plans for a full-fledged summit had been delayed amid the Federal Bureau of Investigation and congressional probes into whether Trump campaign aides coordinated with Russian Federation to help Trump win the election.

Trump has insisted that he will be "totally prepared" for the summit with Putin, saying that he "might even end up having a good relationship" with the Russian strongman.

"Prior presidents saw America's allies as enhancing USA power and really enabling the United States in being the global leader that it has been for so long, especially compared to China and Russian Federation, which have very few allies", said Goldgeier. "But right now, we have sanctions against Russian Federation due to their malign influence and the things they're doing that are very disruptive - trying to divide our alliance", Kay Bailey Hutchinson said.
