Turkey on Monday called on Saudi Arabia to reveal the "whole truth" about the murder of Jamal Khashoggi, as the whereabouts of the journalist's body dominated a visit to the country by Riyadh's top prosecutor.

The case has brought near unprecedented global scrutiny on Saudi Arabia, which is seeking to draw a line under the crisis after offering a series of differing narratives in the weeks following Mr Khashoggi's murder.

In an interview with Turkish television station Haber Turk, the Saudi columnist's fiancée, Hatice Cengiz, said, "The statements Trump made in the first days around his invite and the statements he made afterward opposed each other".

At the same conference, Mattis had sharp words for Saudi Arabia, saying that the killing undermined Middle Eastern stability and that Washington would take additional measures against those responsible.

Anadolu said the Saudi prosecutor would inspect the Saudi consulate in Istanbul where Khashoggi was killed almost four weeks ago.

"They need to explain what happened", said Ms. Cengiz, who was sombre, guarded and appeared at times on the verge of tears.

Asked Monday what action the USA has taken nearly four weeks after Khashoggi's disappearance, White House Press Secretary Sarah Huckabee Sanders told reporters that "the administration is considering what action we'll take moving forward" after Haspel gathered more intelligence and briefed the president.

White House spokeswoman Sarah Sanders told a media briefing the administration was "weighing different options" and would make an announcement.

Saudi journalist Khashoggi, 59, who had criticised the crown prince, had lived in self-imposed exile in the United States since 2017, writing columns for the Washington Post. Some of those implicated in the killing are close to Crown Prince Mohammed bin Salman, the kingdom's heir-apparent whose condemnation of the killing has failed to ease suspicions that he was involved.

The country has detained 18 people and dismissed five senior government officials as part of the investigation.

Saudi authorities have arrested 18 men over the murder, and Turkish President Recep Tayyip Erdogan has requested the suspects be extradited for trial in Turkey. I want justice to be served.

US Defence Secretary Jim Mattis said Sunday that Al Jubeir assured him that Riyadh would conduct a "full" investigation, adding he was confident the probe would include Turkey's findings.

"He should not pave the way for a cover-up of my fiance's murder".

She said the West is considered a stronghold of human rights and democracy so it should stand up to the killers of her husband-to-be.

They say they have audio and video evidence to support this claim. But the decision to marry in Istanbul, whose mosques reminded Khashoggi of his hometown Medina, set off a paper chase that ultimately ended in death.

A Turkish academic who became engaged to marry Khashoggi four months ago, Cengiz was left waiting for her fiancee outside the consulate where he was murdered by what she branded a "death squad".
