A shooting at a North Carolina high school has sparked outrage beyond the usual grief and confusion, as parents and students say authorities bungled the aftermath by sending kids back to class as if nothing happened.

The conflict between the shooter and his victim began with a bullying incident, according to Charlotte-Mecklenburg Schools Superintendent Clayton Wilcox.

He said several people knew there was a chance of an altercation on Monday morning.

Surveillance video shows the two students getting into a fight before the shooting, Tyrrell said. "I don't really know what took place", he said.

One student was taken to a hospital with unknown injuries.

'Someone asked me how could someone, especially a student, come onto one of our campuses with a loaded gun, and I wish I had an answer to that, ' Wilcox said. We do not have metal detectors in our schools.

"I am deeply saddened to learn of today's tragic killing of a student at Butler High School". Our schools and students rely on co-operation between and among each other.

Tyrrell said a fight inside the school led to the shooting. They ran to the hallway and started giving the victim first aid within 15 to 20 seconds, Tyrrell said.

CMS officials posted on Facebook that counseling is being made available for students and staff at the school. Investigators have the weapon believed to have been used in the shooting. "We are going to review all our procedures, we are going to review our security plans and perhaps will do things that are a little more aggressive".

Guardians and parents were advised of the incident via email and telephone calls.

According to CMS, classes will proceed Monday for students who remain on campus.
