Trump just announced a big change to immigration policy – and it will affect caravan migrants

"The continuing and threatened mass migration of aliens with no basis for admission into the United States through our southern border has precipitated a crisis and undermines the integrity of our borders", Trump said in the order.

Mr. Trump's action would invoke emergency national security powers and may run into legal hurdles.

President Donald Trump has signed a proclamation to deny asylum to migrants who enter the United States illegally through the U.S. -Mexico border. These are people who are referred for interviews. Claims have spiked in recent years, and there is a backlog of more than 800,000 cases pending in immigration court, with a wait time that can be almost two years. The American Civil Liberties Union has already called the rule "illegal", and legal challenges are expected to follow.

"We do this because of our obligations under global law and who we are as a country, and what we understand our role to be in terms of protecting people fleeing persecution", added Jadwat, who said ACLU attorneys have been anticipating the measures and reviewing legal options.

In speeches and on Twitter, Trump hammered away almost daily at "caravans" of a few thousand impoverished Central Americans that periodically attempt to walk up through Mexico and then gain entry to the United States.

Homeland Security officials said they were revising staffing at the border crossings manage the crush, but it's not clear how migrants, specifically families, would be held as their cases are adjudicated. The new rule is nearly certain to be challenged in courts.

Trump has also expressed an interest in ending birthright citizenship to those born to non-citizens and for ending the the so-called DACA protections of those who've been in the US for years but were brought into the country illegally while children. Those issues were not addressed by the regulations. Generally, only about 20 percent of applicants are approved.

Migrants who show up at ports of entry demanding asylum would still be permitted. But many migrants are unaware of that guidance, and official border crossings have grown clogged.

"Asylum-seekers have been left to camp out for days and weeks on bridges at the border, when they should be guaranteed a right to enter the country for a fair hearing". These are not eligible asylum claims. "They clearly and explicitly meant to make asylum available to anyone who reaches the United States". Several smaller groups were trailing hundreds of miles to the south; officials estimated about 7,000 in all were in the country in the caravans. There's 5,000 people that were doing that in 20 - in 2008. Most have passed largely unnoticed.
